ADMINISTRATOR QUALIFICATIONS & DUTIES
The administrator will be at least 21 years of age.
Have a high school diploma or GED equivalent.
Service Level 4 Administrator must have a minimum of 12 months of prior experience providing direct supervision and special services to individuals with developmental disabilities, and residents that exhibit both moderate to severe self-injurious behaviors, and moderate to server property damage.
Must have current fingerprint clearance prior to employment from DOJ and FBI, and or transfer current DOJ, AND FBI clearance.
Must have completed a 35 hours ARF course and have a current Administrator Certification.
Must have current health screening and TB test.
Must have Year 1 & 2 DSP certification.
Must be CPR and First Aid Certified.
Must have 4 hours of HIV, LGBT and TB training certificate within 6 months of employment. Must complete 20 hours of C.E.U.’s within each 12 month period following the assumption of duties of administrator.
Must have a valid California driver’s license and be able and willing to transport residents.

Able and willing to work all shifts/days assigned.
Able and willing to lift, bend, walk, move out, turn and stand for lengthy periods of time.
Knowledge of the requirements for providing the type of care and supervision needed by residents, including ability to communicate with such resident.
Knowledge and ability to comply with applicable laws and regulations.
Ability to direct the work of others, when applicable.
Ability to implement, establish, and enhance the facility’s policy, procedures, program and budget.
Ability to recruit, employ, train and evaluate qualified staff, and to terminate employment of staff, if applicable to the facility.
Able, and willing to ensure the facility’s program provides 24 hours of supervision, comfortable and loving environment while ensuring a foundation of inclusion and normalization in a family and community setting. Also assisting our resident's with becoming as independent as possible.
Able and willing to implement the individuals’ quality outcomes such as choice, relationships, lifestyle, health and well-being, rights and satisfaction.
Able and willing to assist the resident's in all their IPP objectives. Assist the residents to complete their self-help skills, learn independent living skills, and ensure continuous modify their behavior challenges, so they can become more independent and have better acceptable social skills.
Must have the ability to maintain and supervise the maintenance of the facilities records including the following: financial, facility licensing, administrators, employees, residents, CDER, IPP, P&I, medical, medication, physical plant, and other records required by Title 17 and Title 22.
Ensure responsibility for any resident’s cash resource, valuables, or personal property that the resident brings into the facility and is only delivered to the licensee, or the administrator, for safe keeping will the licensee and facility be held liable. The signature of client, and or authorized agent confirms that the resident has read the above statement. If the client can’t read, or verbally community the confirmation of the above statement I have explained and communicated the statement above to the resident. Furthermore, the provision of this agreement is voluntary of residents.
Responsible for recruiting, training, employing and evaluating qualified staff and to terminate employment if necessary prior to contact with residents inside of the facility.
Supervise and implements the operations of the facility and ensures staff ratio is maintained 24 hours per day, seven days per week, and 365 days per year.
Ensures that the residents and facility have quality, and qualified direct care supervision on a 24 hour per day, seven days per week, and 365 days per year.
Ensure all staff, and residents know what is expected during an emergency, and disaster drill.
Comply with applicable laws and regulations.
Communicate with CCL and the Regional Center as required by law.
Knowledge of requirements for providing supervision and care appropriate to residents placed as developmentally disabled.
Charting and documenting resident's progress.
Direct the workshop of others.
Be of good character and maintain a reputation of personal integrity.
Review and oversee the goals, objectives and facility policies and philosophy.
Responsible for interviewing, and appraising the needs of all residents prior to admission, to determine if the facility can meet their needs.
Communicate effectively with residents, day programs, behavioral consultant, consumer service coordinator, licensed program analysis, other professional as needed specific to each resident, resident's family and representatives.
Attend annual and quarterly IPP meeting, monthly and quarterly progress reports, maintain resident's files, schedule all appointments, assist resident's with personal care, and all record keeping.
Forward all quarterly reports to Regional Center, and CSC/ LPA.
Assist the staff with household supervision, chores, maintenance, cooking, transportation, money management, medication administration, journal logs, time cards, payroll, utility management and all activities that maintain a safe, healthy and lawful operation.
Hire new employees, train qualified staff and when applicable terminate employment of staff according to title 22, 17, and best practices.
Assure that all staff has DSP Training.
Assure the development, implementation and maintenance of a written facility staff training plan.
Menu planning, schedule of hours/shifts, grocery shopping, social, and community outings, as well as banking if applicable and subject to Ipp, and cder as outlined.
Good Neighbor Policy Responsibilities.
Ensure that the residents are comfortable, so that they can exercise their rights and choices.
Ensure each resident will be encouraged to become independent and to reside in a less restrictive environment specific to each resident IPP / outcome.
DESIGNEE/LEAD STAFF (Shadows and answers to the Administrator) When the Administrator is absent from the facility, this position will provide coverage as a substitute designated administrator – having all the above requirements.
Works primarily during the week in conjunction with the Administrator and on an as needed basis on the weekend.
Report directly to the Administrator.
Must be capable, responsible and accountable for the management and administration of the facility in compliance with applicable law and regulations.
Ensure that staff to resident's ratios is maintained.
Ensure Good Neighbor standards and practices are being demonstrated.
Ensure all staff, and residents know what is expected during an emergency, and disaster drill.
Mandate reporter, and advocate.
Ability to direct the workshop of others when necessary.
Must be over 18 to be lead staff
Must be 21 years of age to shadow Administrator.
Must have a high school diploma.
Should attend the Regional Center orientation as well as CCL administrator’s certification course.
Must generally have the requirements of the Administrator.
Must have first aid, be fingerprinted, CPR, HIV and TB training, a current health screening, current TB test and DSP training.
DIRECT CARE STAFF (Answers to the Administrator and Designee)
Must be 18 years or older.
Must have at least 12 months prior hands on experience providing direct care and special services to individuals with developmental disabilities.
Must have current health screening and TB test.
Must have Year 1 & 2 DSP certification.
Must be CPR and First Aid Certified.
Complete 20 hours of CEU’s within each 12 month period.
Able and willing to attend all training courses required by The Verbena Court Home, the and CCL title 22, and Regional Center title 17 as in relation to providing care and services to individuals with developmental disabilities in an ARF.
Must have a valid California driver’s license and be able and willing to transport residents.
Must have current fingerprint clearance prior to employment from DOJ and FBI.
Able and willing to lift, bend, walk, move out, turn and stand for lengthy periods of time.
Must be able to assist residents with daily living skills activities as cooking, dressing, and cleaning.
Able to read, write and speak English in order to communicate with residents, doctors, family members, the Regional Center and CCL.
Able and willing to provide a comfortable and loving environment while ensuring a sense of inclusion and normalization in a family and community setting by assisting our residents with becoming as independent as possible.
Able and willing to reinforce individuals’ life quality outcome, such as choices, relationship, life style, health and well-being, rights and satisfaction.
Able and willing to work together with the Regional Center, by fulfilling “Best
Practices recommendations to be the best advocate for residents.
Perform in accordance with the facility program.
Observe resident's behavior and report.
Mandated reporter, and advocate
Maintain a safe and clean environment for residents.
Administer medication timely, correctly and document each time.
Assist/perform grooming, dressing, and care and supervision of residents.
Must conduct and know what is expected during an emergency, and disaster drill.
Help the residents plan their day and community activities.

To ensure that each resident's is comfortable so that they can exercise their rights and choices. Each resident's will be encouraged to become independent and to reside in a less restricted environment.
